外交部長李大維23日上午證實，台灣未接獲本屆國際民航組織（ICAO）大會邀請函，未能如願出席大會。對於這項結果，美國在台協會（AIT）發言人游詩雅（Sonia Urbom）表示，美國未來仍將繼續支持台灣加入不需以國家資格入會的國際組織。

本屆ICAO大會將於27日於加拿大蒙特婁召開，台灣積極爭取比照三年前以「特邀貴賓」身分出席ICAO大會，並藉由表態願與中國對話，希望換取對岸善意。而美國政府則數度表示，支持台灣有意義地參與ICAO。

針對台灣最終未能如願，AIT發言人游詩雅23日回應媒體詢問表示，美國將持續支持台灣有意義地參與國際民航組織。她並表示，飛航安全、維安與效率是全球性的重要議題，相關各方都可以扮演正面角色，確保世界各地都達到相關的標準和規範。

游詩雅說，美國依據其一中政策（one China policy），支持台灣加入不需以國家資格入會的國際組織成為會員；對於需以國家資格入會的國際組織，美國則支持台灣有意義地參與。

AIT表示，台灣向來在解決全球挑戰方面貢獻卓越，未來美國也將持續支持台灣做出更多貢獻。

The United States remains committed to supporting Taiwan’s meaningful participation in ICAO.  Aviation safety, security, and efficiency are matters of global importance, and all interested stakeholders can play a positive role in ensuring that standards and regulations are met around the world. 

In keeping with our one China policy, we support Taiwan’s membership in international organizations that do not require statehood.  In organizations that require statehood for membership, the United States supports Taiwan’s meaningful participation.   

The United States remains committed to supporting Taiwan as it seeks to expand its already significant contributions to addressing global challenges.
